The Ontario Provincial Nominee Program (OINP) offers a fast-tracked route to permanent residency for skilled workers, graduates, and entrepreneurs. Workers who have the skills, education, and work experience to add to the economy of a given province or territory, who desire to live in that province, and who wish to become permanent citizens of Canada, are eligible for this program.

Each province and territory has its own standards and immigration “streams” (programs aimed at specific populations).

For instance, in a program stream, provinces and territories may decide to aim for students, semi-skilled or businesspeople.

This program enables provinces and territories to nominate people who can contribute to their economy and permanently fill up the spaces for labour shortages.

Some PNP programs are aligned with the federal Express Entry program, while some programs are administered entirely by the province.

Applications for programs entirely handled by the province are normally submitted on paper, but applications for PNP programs in the Express Entry stream are submitted online using the Express Entry Profile.

PAPER-BASED PNP

  • Comply with the province’s eligibility standards.
  • Submit an application to the province or territory.
  • Receipt of a nomination from the province
  • Submit a permanent resident application on paper to Immigration, Refugees and Citizenship Canada (IRCC)

This stream usually takes longer to process than the Express Entry stream.

 

EXPRESS ENTRY PNP

There are two ways to apply

  • Under the Express Entry stream, you can apply for nomination to a province or territory.
  • If you are nominated by a province, you must build or amend your Express Entry profile to show your nomination.
  • Fill out an electronic application and send it to IRCC.

Alternatively, you could

  • Create an Express Entry profile and submit a Letter of Intent to the province or territory of interest to you
  • Provinces and territories interested in your profile will send you a Notice of Intent to submit an application to their Express Entry provincial nomination process
  • Submit an electronic application to IRCC
