Newfoundland and Labrador Provincial Nominee Program (NLPNP)
The easternmost province of Canada, Newfoundland, and Labrador have become a powerful economic force over the years. The two main landmasses of the province are Labrador and Newfoundland. The NLPNP alms to attract foreign workers with the requisite expertise and experience to work or start a business in the province. The qualifying applicants can receive a provincial nomination.
Overview of the Newfoundland and Labrador PNP
The NLPNP was among the first PNPS to be launched in Canada. The program is designed to attract foreigners to the province for permanent residency. The goal is to meet the labour market and economic needs of the province. The program helps the province bring in skilled labour and entrepreneurs as well as international graduates with the specific experience, qualifications, and skills to succeed in their profession or business.
The Atlantic Immigration Pilot (AIP) also welcomes many Immigrants Into Newfoundland and Labrador. The AIP is a fast-track program to help employers from the Atlantic province hire skilled foreign workers.
The NL Express Entry Skilled Worker is an enhanced category (aligned with the Express Entry System) in the NLPNP, while the rest are base categories (Not aligned with the Express Entry System). Immigration, Refugees, and Citizenship Canada (IRCC) rely on Express Entry to manage the immigration programs.
Candidates or applicants with the Express Entry profile get a score based on the CRS or the Comprehensive Ranking System.
Those with an Express Entry profile are given a score based on the Comprehensive Ranking System (CRS). Those with a high score get an invitation to apply for permanent residence. They also get an additional 600 CRS points and thus qualify for an invitation to apply for permanent resident in the next draw.
Minimum Requirements

A valid work permit (must apply for one if not available)
Must have a post-secondary degree or diploma
A minimum level of work experience for your occupation

How it Works
If you meet the eligibility standards, you must apply on the province’s website. Check if the passport and work permits are up to date. Double-check your application and documents before uploading. You must participate in an interview in which an immigration officer will participate. You will get a provincial nomination in the Express Entry system if approved. You will be awarded 600 additional points in the Comprehensive Ranking System (CRS). You will receive an invitation to apply for permanent residence in the next draw.
Skilled Worker Category
This stream is for skilled workers with a job offer from a local company. Workers with a valid work permit and working in the province at present can also apply.
Minimum Requirements
A full-time job of at least two years or a valid job offer from a local employer
The qualifications, skills, and training for the job
A valid work permit
Relevant job experience
Minimum language requirements as stated
Stable finances to settle in the province
How it Works
Ensure you are eligible to apply in this stream and complete the online application on the province’s website. The application is handled by an immigration officer who will review and make appropriate recommendations to the authorities. The delegated authority takes a final decision. If approved, the provincial nomination can be used to apply for permanent residence with the IRCC.
International Category
It is for International graduates who have passed recently and are staying in Canada using a Post Graduate work permit and a local company job offer.
Minimum Requirements
At least half of the academics must be done in Canada and graduation from an accredited college or university
Must have completed at least a two-year full-time diploma or degree program
Must have a full-time job offer from a local employer
Must have a Post-Graduation Work Permit from IRCC
Must have the qualifications, training, and skills for the job
Must be financially stable to settle in Newfoundland and Labrador
Must satisfy the minimum language requirements

International Entrepreneur Category
This offer is for foreigners looking to settle in the province and want to launch or partner a business here. They must have been operating the business using a temporary work permit for a year.
Minimum Requirements
Age between 21 and 59 years
At least half of the academics must be done in Canada and graduation from an accredited college or university
A minimum net business and personal assets of CAD 600,000
A score of at least 72 /120 in the Expression of Interest (EOI) assessment grid
At least half of the academics must be done in Canada and graduation from an accredited college or university
Capability to Invest CAD $200,000 in a business to achieve 33.3 percent ownership
At least two years of experience in managing or owning a business in the last five years
A business plan with documents to back statements and facts
At least a high school diploma
Must be willing to live in the province permanently
Must make an exploratory/research visit to the province before launching a business
How it Works
Check your eligibility and complete the EOI process online. Successful applicants receive an ITA or Invitation to apply from the immigration office. You must get your net worth verified from a qualified verifier. Submit the required documents, including a Business Establishment Plan with your Net Worth Verification report. Approved applicants will get a provincial nomination. The same can be used to apply for Canadian permanent residence with the IRCC.
International Graduate Entrepreneur Category
This stream can be used by International graduates from a post-secondary Institution in the province. They must show the intent of running or partnering a business in the province and be interested in permanent residence in Canada.
Application Fee: CAD 250
Minimum Requirements
At least 21 years old
Must provide a business continuity plan with supporting documents of financial claims
Must be a graduate from a Memorial University of College of the North Atlantic in the last two years, from a two-year program
Must have a valid post-graduate work permit
Must meet minimum language requirements (CLB 7)
At least one year experience in managing a business in the province with one-third of ownership
Must create at least one full-time job for Canadian citizens or permanent residents
How it Works
Check if you are eligible to apply in this stream and then complete the EOI. Successful applicants will receive an ITA from the immigration office. Submit all the relevant documents and your application, Including a review engagement and Special Purpose Report verified by an appropriate authority.
A Review Engagement reflects the financial statements of your business. The Special Purpose Report measures the business’s financial viability and makes recommendations for improving its position. Approved applications get a provincial nomination that can be used for applying for permanent residence with the IRCC.
Atlantic Immigration Pilot
This is a federal fast-track immigration program. Employers in the Atlantic Provinces can use the platform to hire foreign workers to fill jobs for which local talent is not available.

The steps involved
Employers must offer a job to suitable employees without a Labour Market Impact Assessment making the process faster
On acceptance of the offer, the employer will connect the employee with a designated settlement provider. This is needed to create a needs assessment and implement a settlement plan.
Temporary work permits can be used to accelerate the process.
At least half of the academics must be dne in Canada and graduation fron an accredited University/ College.
